A property-ownership dataset collected in 2020 and made public through the 2022 Dubai Uncovered investigation mapped approximately 274,000 owners and 800,000 properties in Dubai. The Center for Advanced Defense Studies (C4ADS) obtained the data and shared it with Norwegian financial newspaper E24, which coordinated reporting with 25 international media organizations. The investigation presented Dubai as a highly opaque financial hub and identified 191,000 foreign owners, highlighting how real estate could serve as a repository for concealed wealth.
The reporting identified more than 100 members of Russia’s elite among the property holders, including heavily sanctioned figures such as Ruslan Baisarov and Ramzan Kadyrov, and linked internationally wanted criminal Daniel Kinahan to Dubai property. A Norwegian investigation found that 85% of locally listed owners had not reported their Dubai holdings to national tax authorities as required by law. The leak was journalistic evidence of weaknesses in transparency and anti-money-laundering enforcement, not a court finding that every named owner committed a crime; its lasting consequence was renewed scrutiny of Dubai’s property market and international reporting obligations.
